Bettis, Kinsey win

New Bern's run-off for mayor and the Ward 4 alderman seat ended Tuesday with Lee Bettis and Johnnie Ray Kinsey winning, respectively.
Bettis unseated Tom Bayliss by capturing 2,511 votes to the incumbent's 1,911, unofficially. Kinsey edged Joan Bottacher by just 22 votes.
