Kelly D. Skinner and Brian J. Howard, both of Kinston, announce their engagement. The bride is the daughter of Emilie Bailey and Victor Skinner, both of Kinston. The groom is the son of James and Wanda Howard of La Grange. An Oct. 18 wedding is planned at Walnut Creek Country Club in Goldsboro.
